Punishment for example is punishing or sentencing an individual to be punished and not breaking their although strengthening their behaviour patterns of criminal behaviour

Being held accountable is holding someone accountable to their proposed agreement, 

In our justice system, there is no agreement made. Only punishment, Victims and offenders used as chess pieces in a system.
