In some cases Governors have stepped in to clarify Constitutional positions about churches for instance as they have done in Fl, TX, OH. There are plenty of Governors who are progressives like who in some cases by their own mouths have said that the COVID-19 pandemic is the opportunity to advance societal change they’ve not been able to achieve through normal means.
