Annie explains the implications of the loss of authorization of the Chemical Facility Anti-Terrorism Standards (CFATS) regulation and how the lapsed CFATS regulation affects the chemical industry’s security resilience. Dr. Pennington’s work focuses on voluntary efforts and her remarks highlight the benefits and limitations of voluntary security efforts.
