The co-chairwoman of the select committee tasked with overhauling the budget process threw her colleagues a curveball that could derail plans to report out a bill by the Nov. 30 deadline, CQ's senior budget reporter Paul Krawzak tells host Jennifer Shutt.   Rep. Nita M. Lowey, D-N.Y., pushed to delay the markup until an agreement is reached between Senate leaders on floor consideration. Democrats are worried about how the bipartisan proposal could be changed by potential amendments in the Senate.
