The PCC listed four immediate steps it intends to take to help accomplish these goals. They include:

1. Promote the creation of a sanctioned camp and eliminate illegal camping.
2. Promote a “Housing Plus” Demonstration Project that reflects the key elements of the PPC plan.
3. Sponsor a research study to identify the flow of clients through the system and provide information about gaps in service.
4. Encourage facility owners and operators to be accountable for drug use and illegal activity in and adjacent to their facilities.

McMullin was heard saying "the Republican base is racist”
