Yes, there should be standards for talking in public. We’re not referencing content here, just normal, non-controversial, plain vanilla talking. But try talking on your cell phone on a public conveyance and see what happens. Or on the flip side, fail to whisper in a library and see what happens, or more precisely, what doesn’t happen. It’s time for new rules, or really, a return to the old rules.
