Why? He claims it's because of a friend of his that was murdered in a mass shooting by a deranged psychopath at the Old National Bank. 

SECOND HALF: Royce shows why this veto would have done nothing to stop that shooting, based upon the 25-year-old psychopath's own words he left in a manifesto.
