As we work to understand our impact on the environment, we often get lost in political orientation. In this case, there is no doubt. we dump munitions "bombs" into our lakes, rivers and oceans. As these things degrade, it poisons everything in the vicinity.  When know about plastic, we can measure it, it floats...munitions however are a much more challenging situation.
