About Andy Nickerson, President of Hdl Companies:
As President of HdL, Andy has proven instrumental in guiding market expansion and new product development for all three of our affiliated companies. In addition to overseeing the day-to-day management of our sales tax programs and services, he also guides market expansion and new ventures, all while working to ensure quality of service and foster long-term client relationships. Andy has 30 years of experience working with local government agencies, assisting these agencies with programs to enhance sales tax, property tax, RDA increment, and documentary transfer tax revenues. Hdl now has a national footprint, offering services beyond sales tax to include economic development and having acquired companies in Texas, Colorado, Alabama, North Carolina, and Georgia.
Exploring Public Agency Services and Data Analytics
Andy discussed the services provided by his company to public agencies, emphasizing the administrative, compliance, data analytics, and revenue forecasting aspects. He highlighted the acquisition of data sets from over 750 public agencies, which aids in benchmarking and revenue forecasting for cities recruiting new businesses. Andy also explained the forecasting model used by his team, which combines a top-down and bottom-up approach for accurate predictions. Jim, a former city official, expressed interest in the data analytics aspect, noting its potential value in decision-making and long-term financial planning. Jim also suggested that this data could be a deciding factor in economic development decisions for businesses.
Discussing Business Engagement and Tax Equity
Andy and Jim discussed their engagement with the business community, focusing on education and ensuring tax equity. Andy explained that their teams help businesses understand and correctly fill out tax forms, particularly in states with complex rules. Understanding Make-a-Wish Foundation and Andy's Involvement Jim and Andy discussed Andy's involvement with the Make-A-Wish Foundation. Andy explained that the organization provides support to families with children facing terminal illnesses, not by providing treatment, but by granting wishes to these children. He emphasized that the organization's work is often misunderstood, as most children go through treatment and recover. Andy shared his journey with the organization, starting with a committee role and eventually joining the board. About Mayor Steve Patterson:
Mayor Steve Patterson has lived in Athens since 1998 working as an Associate Professor of Health Psychology at Ohio University until March, 2016 and is currently the Mayor of Athens, Ohio. Mayor Patterson served in the United States Air Force and the Air National Guard for over 20 years in both the Enlisted (9 years) and Commissioned (14 years) ranks and retired as a Major with the District of Columbia Air Nation Guard 113th Fighter Wing.
Mayor Patterson serves on the Executive Boards of the International Town-Gown Association (President-elect), the Athens County Economic Development Council, the Buckeye Hills Regional Council, the Athens County Foundation, the Sustainable Ohio Public Energy Council (SOPEC), the Northeast Ohio Public Energy Council (NOPEC), the American Red Cross Ohio South Central Chapter and a member of the Ohio Mayors Alliance. Mayor Patterson also serves as the President for the Mayors Partnership for Progress, Co-Vice Chair for the National League of Cities Race, Equity and Leadership Council, Athens County Transportation Improvement District, the Athens County Regional Planning Commission, and the Athens City Planning Commission (Chair).
As a 2-term At-Large Councilmember for Athens, he served as the Chair of the City and Safety Service Committee, the Vice Chair of Finance and Personnel Committee, Chair of the Athens Commission on Disabilities, Council Representative for the Arts, Parks, and Recreation Advisory Board, Co-Chair Armory Ad-hoc Committee, and as a member of the Athens Farmer’s Market Long Range Planning Leadership Group.

About Jason Burnett:
Jason Burnett is the CEO of Crosswalk Labs, a company that tracks greenhouse gas emissions across the U.S. to help local communities make more effective climate mitigation decisions and track progress towards their climate goals.
Jason served as mayor of Carmel-by-the-Sea, CA from 2012 to 2016 and as a Carmel-by-the-Sea city councilmember from 2010-2012. During his time as mayor, he was also elected by his fellow local mayors to serve as president of the Monterey Peninsula Regional Water Authority where he led the effort to develop a sustainable water supply for the six Monterey Peninsula cities. Prior to that he served as the associate deputy administrator of the U.S. Environmental Protection Agency (EPA) where he coordinated energy and climate change policy across the EPA and led the development of greenhouse gas regulation.
Jason has testified before and been interviewed by Senate and Congressional committees and has been quoted in the Washington Post, New York Times, Wall Street Journal, LA Times, AP, CNN, ABC, C-SPAN, and NPR on climate change policy.
Jason holds a Master of Arts in Earth Systems and a Bachelor of Arts in Economics from Stanford University. He is an avid gardener, woodworker, and cook, and lives in Washington, D.C. with his wife, Melissa Burnett, and their son, Sebastian Burnett.
