Jesus starts his ministry with a proclamation of reconciliation. God forgives because he loves us and Jesus' first words are said to cement that concept in the minds of the people he speaks to.
Forgiveness is the primary need of everyone who Jesus encountered, he deals with that before any physical need that anybody displays.
We are called irrespective of anything we have done or might do, the only conditions of Jesus' forgiveness are that we have all sinned.
Loving enemies is about stopping us sinning. Don't even start down the path.
It brings peace, reconciliation, harmony.
It's about being Christlike.
Jesus is teaching us how to behave.
Even if we are the lowest of the low, God still loves us, which is the way we are supposed to act towards anyone we think is the lowest of the low.
No conditions!
