If you redeem maaser sheni - second tithe - that you own then you need to pay a 25% charge. If you redeem someone else's, there is no charge. What kind of behaviours could this feature of the regulations create?

If the second tithe, the maaser sheni, cannot be transported to Jerusalem to be eaten then it can be exchanged for money.

Pilgrims would then go to Jerusalem and spend the money there. What kind of issues does this raise?
