In this episode FDA host Victor Viggiani speaks with Helen McCaw. Helen McCaw, a former financial analyst at the Bank of England, authored a white paper titled Unidentified Anomalous Phenomena: Policy Implications for the Government of the United Kingdom. 

The paper was published through the SOL Foundation and reported on by The Times of London and the International Business Times in the United Kingdom. 

In the White Paper McCaw warns that governments and financial authorities should begin examining the potential economic consequences if a major government were to officially confirm that unidentified anomalous phenomena involve non-human intelligence.

Her analysis focuses not on the extraterrestrial phenomenon itself, but on the likely human response to such a disclosure. 

McCaw suggests that confirmation by a major G20 government could produce a profound psychological shock—sometimes described as an ontological shock—capable of undermining public confidence in institutions and triggering instability across global financial markets.
