Who benefits from Washington’s new beef strategy—and who helped shape it?

In the September 1 edition of Food & Ag Policy Brief, we examine six developments revealing how government power, corporate influence and economic pressure are reshaping American food and agriculture.

First, USDA has introduced its “Ranchers First” initiative, including guaranteed loans for smaller meat processors and emergency grazing access on certain conservation lands. The plan arrives as Washington relaxes beef-import restrictions and promises to confront concentration among the largest meatpackers. It also follows a Wall Street Journal report that JBS co-owner Joesley Batista discussed Brazilian-beef tariffs with President Trump shortly before the administration announced tariff relief. Reuters could not independently verify that report.

EPA has also granted 29 small refineries exemptions covering 1.76 billion renewable-fuel credits. The agency now proposes shifting the difference between expected and actual exemptions into future obligations—providing relief to smaller refiners today while potentially transferring costs to larger refiners tomorrow.

We also look at a quieter federal rule raising the mandatory assessment paid by honey handlers and importers. It is a small increase with a larger philosophical question: Do compulsory commodity-promotion programs solve a collective marketing problem, or force producers to finance speech they may not support?

From the states:

• New data show food and beverages are the largest source of Florida’s tariff burden.

• Tennessee has opened its first application period for a publicly financed farmland-preservation program.

• North Dakota’s restrictions on using SNAP benefits for candy and sweetened beverages did not begin September 1, despite inaccurate headlines. Implementation has been postponed until November 1.
