Hello and Welcome to The Fourth State: Plasma Science for Post-Disclosure.

The Institute for Exoconsciousness, the first Post-Disclosure organization composed of contactees and experiencers, affirms that through Plasma Science, we have the opportunity to begin integrating spirituality, metaphysics, and science.

Our 7th Exoconscious Principle is the affirmation and advocacy of natural law, including the laws of nature and plasma science, amid geoengineering.

Like all historical integrations, balancing spirituality, metaphysics, and science may seem initially awkward. Sides may dismiss one another or not want to engage in conversation or share knowledge. The easy way out may appear through artificial-intelligence searches—devolving all conversation and research into DATA. But this will only delay any advancement.

The integration of spirituality, metaphysics, and science requires a new respect for natural human consciousness and individual subjective experience. The sovereign subjective individual, by necessity, needs to engage with the objective scientist and their data. The peer-reviewed, data-driven science community needs to engage with the subjective experiencer and their authentic witness to phenomena.

Both parties may find their long-held assumptions challenged—not an easy venture.

To be clear, this integration is BIGGER than the individuals involved—subjective and objective. All involved will have to negotiate, listen, and explore through this integration. It will simultaneously be humbling and exciting.

This integration is BIGGER than the individuals involved because there is a benevolent life force, beyond division, war, death, and destruction, that seeks balance, harmony, wisdom, freedom, and health. This force will gently pull us into an Exoconscious Future where psychic intelligence and natural human consciousness are respected and nurtured within a growing culture of science and AI.

Balanced integration will arrive—slowly—but it will arrive.

In July, we continue to discuss the work of Jay Alfred, an independent researcher in plasma and dark astrobiology and the author of several books and numerous papers. He is the author of the dark plasma hypothesis (or theory), proposed in 2005, which suggests that dark matter (i.e., invisible matter that makes up 85 percent of the matter in the universe) could consist of weakly self-interacting particles in a plasma state.

Jay has been researching plasma and dark matter life-forms (and related plasmonic and photonic life-forms) for more than twenty years, with numerous publications in a new field he calls ‘plasma and dark astrobiology.’

Andrew M Beckett: Proto UFOs

In August, we are privileged to have Anthony M. Beckett present his book, Proto-UFOs, Poltergeist & Plasma-Craft: A Study of Unidentified Aerial Phenomena and Things That Go Bump in the Night, which presents the first comprehensive scientific challenge to the spacecraft hypothesis that has dominated UFO discourse for decades. REALLY? Maybe Burlison should read our Substack, outlining the National Defense Plasma research going back to 1956:

Lawrence Livermore National Laboratory was the birthplace of artificial plasmoid technology. Bostick’s Plasma Gun, funded by the US Atomic Energy Commission at Livermore, fired discrete plasma blobs into magnetic fields. Military applications included hydrogen bombs, nuclear fusion containment, and understanding how plasma behaved in nuclear power plants.

The Substack then outlines and cites 10 Military and Defense Plasma programs.

Grusch Just Said “Sentient Plasmoid Life.” Did Anyone Actually Catch That?

June 9, 2026, When asked about the non-human species/intelligence known to the US Government, Grusch responded:

“I certainly don’t have the compendium. It’s a continuum from corporeal bipedal life to what I would consider sentient plasmoid life, but there are several that the US government is aware of.”

Reaching Mars in Just 3 Months? Russia’s Bold Claim Raises Big Questions

As a new launch window to Mars approaches in autumn 2026, an eye-catching claim from Russia is making the rounds again. The country’s nuclear giant says it is developing a plasma engine capable of slashing travel time to the Red Planet to just 30 to 60 days. In a world where space ambitions are growing by the year, it is the kind of promise that grabs attention – and raises eyebrows.

Elon Musk has already said that 2026 would mark the first SpaceX Starship journey to Mars. That timeline looks optimistic, to say the least, but it highlights a broader truth: interest in Mars is heating up. Russia clearly does not want to be left behind. Rosatom is reportedly working on a prototype plasma propulsion system that could dramatically reduce the usual nine-month trip required with conventional rockets.

Originally announced in 2025, the project is back in the spotlight as the 2026 Mars launch window nears and doubts swirl around Starship’s readiness. According to Rosatom, the engine would rely on a magnetic plasma accelerator, capable of propelling plasma at speeds of 100 kilometers per second. It would operate in pulse mode and consume up to 300 kilowatts of power. If those numbers hold up, the journey to Mars could shrink from nine months to just one or two.

How plasma propulsion is facilitating greater science and exploration at NASA

The Innovation Platform Editor Georgie Purcell spoke with NASA’s John W Dankanich to find out how the space agency is using plasma propulsion to improve its missions.

Plasma propulsion is an advanced form of electric space propulsion that uses electric and magnetic fields to ionise a propellant into plasma – a charged gas of electrons and ions – which is then accelerated to extremely high velocities, far exceeding chemical rockets. This solution offers a range of benefits for space missions, including increased efficiency and reduced costs.

NASA has utilised plasma technologies for a variety of activities and missions in its history and is continuing to do so in an effort to optimise efficiency, cost effectiveness, and capability. To learn more about the role of plasma propulsion within NASA’s work, Georgie Purcell spoke with John W Dankanich, In-Space Transportation Systems Capability Lead at NASA.

The Commercial Fusion Revolution

That opportunity has been building for years, and it is now undeniable: commercial fusion energy. After decades as “the energy source of the future that always will be,” fusion research is experiencing a genuine renaissance. More than 40 private fusion companies have now attracted cumulative global investment exceeding $10 billion,[7] with U.S.-based companies capturing the majority of that capital.[8] Companies are pursuing diverse technical approaches — magnetic confinement, inertial fusion, novel hybrid concepts — and several are targeting demonstration of net energy gain within this decade.

Recent advances provide the underpinning for these investments. In December 2022, Lawrence Livermore National Laboratory’s National Ignition Facility achieved controlled fusion ignition for the first time in history,[9] a breakthrough that validated decades of physics research and galvanized private investment.[10] Multiple subsequent experiments have repeated and exceeded that achievement.[11] Multiple private companies are now racing to commercialize fusion, each bringing innovative approaches to materials, magnets, lasers, diagnostics, and computational modeling.

As former lab leaders, we see in the commercial fusion boom offering a unique national security opportunity. The physics of fusion energy and fusion weapons are not identical, but they share fundamental overlap: plasma physics at extreme conditions; advanced materials that can withstand punishing neutron bombardment; sophisticated diagnostics to probe microsecond phenomena; high-performance computing to model turbulent plasma behavior; precision manufacturing at previously unachievable tolerances.

Put plainly, the technologies critical to commercial fusion success are the same technologies on which stockpile stewardship depends. Innovation in one domain accelerates progress in the other. We would be foolish to let that alignment go to waste.

China’s ‘Artificial Sun’: The Holy Grail Of Energy – Analysis

* China Achieves Major Fusion Milestone — Two domestically developed superconducting magnets (including the world’s largest Toroidal Field magnet) successfully passed full-load testing, advancing China’s “artificial sun” program.

* Rapid Progress Toward Commercial Fusion — China aims to complete a compact fusion device by 2027 and demonstrate fusion-based electricity generation around 2030, supported by heavy investment and self-reliant technology development.

* Strategic Implications — This breakthrough positions China as a leader in next-generation clean energy, but the article stresses the need for global cooperation, governance, and standards to prevent monopolies and geopolitical rivalries in fusion technology.

One of the most important multi-agency projects, the International Thermonuclear Experimental Reactor (ITER), was formally established in 2006. It is located in southern France, and a group of 34 countries, including China, the European Union (EU), India, Japan, South Korea, Russia and the United States (US), are working jointly on this project. It is based on the tokamak concept (a tokamak is an experimental machine designed to harness fusion energy; inside a tokamak, a fusion plasma is created and confined by strong magnetic fields).
