Warren Mosler is known for his writings on Modern Monetary Theory (MMT), a description of the way fiat money is originated and utilized in modern economies. His previously unorthodox views have now gained a substantial following among financial professionals and academics along with participants in Internet discussion groups. Warren Mosler is an American economist and theorist, and one of the leading voices in the field of Modern Monetary Theory (MMT). Presently, Warren resides on St. Croix, in the US Virgin Islands, where he owns and operates Valance Co., Inc.

An entrepreneur and financial professional, Warren Mosler has spent the past 40 years gaining an insider’s knowledge of monetary operations. He co-founded AVM, a broker/dealer providing advanced financial services to large institutional accounts and the Illinois Income Investors (III) family of investment funds in 1982, which he turned over to his partners at the end of 1997. He began his career after graduating from the University of Connecticut with a B.A. in Economics in 1971 and has been deeply involved in the academic community, giving presentations at conferences around the world and publishing numerous articles in economic journals, newspapers, and periodicals.

He is attributed with creating Mosler’s law that states, “there is no financial crisis so deep that a sufficiently large fiscal adjustment cannot deal with it.”

In addition to his work in the field of economics, he developed (and later sold) his own automobile line, Mosler Automotive, responsible for producing the Mosler MT900 and the Consulier GTP. He also designed his own 'tandem catamaran' configuration that's lightweight, fuel efficient, and eliminates the accelerations that cause sea sickness and that also cause boat hulls to fail.

Mosler is the author of “The Seven Deadly Innocent Frauds of Economic Policy” that has been translated into Italian, French, German, Arabic, Polish, Chinese, and Spanish.

Deforestation is a significant problem for the world – accelerating climate change and threatening the natural capital base that underpins the economic strength of a number of countries. A Deforestation-Linked Sovereign Bond (DLSB) can help countries with valuable state-owned forests to fund their transition to a sustainable economy. A DLSB would align the government’s fiscal and sustainability incentives, and boost the country’s sovereign health.

A Deforestation-Linked Sovereign Bond is a type of Performance Bond, a flexible financial instrument that does not restrict a government in terms of the use of proceeds, but which commits the sovereign to coupons which vary depending on its success or failure in meeting specific Sustainability Performance Targets (SPTs), in this case, deforestation.

In this webinar, we will use Brazil as a DLSB case study. Increasing deforestation remains the biggest threat to Brazil’s natural capital base, accelerating global warming, harming biodiversity, and impacting Brazil’s rainfall and temperature patterns. As a result, Brazil’s current climate trajectory is rated ‘highly insufficient’ by ClimateActionTracker.org (on a path to 3-4oC by 2050 compared to the Paris target of 2oC).

What is it that transforms a simple object, an idea, or a promise to pay into an asset that creates wealth? The source code for capital is law, a social resource that is used to create private wealth. By coding critical legal attributes onto the assets of their clients, attorneys for well-paying clients ensure that they are equipped with stronger and more durable rights that can be defended against anybody. The coding techniques for placing simple assets on legal steroids were first developed for land. Today, intellectual property rights and financial assets make up the bulk of private wealth, assets that owe their very existence to the law. Mitigating inequality will therefore require targeting the source code of capital.

We will explore the dictum “Extraordinary claims require extraordinary evidence” from perspectives of both the scientific method and modern social/political discourse.

In assessing such claims, it often is necessary to reconcile and combine information from both objective and subjective sources. In theory, this can be handled elegantly through the formal Bayesian paradigm; but in practice, one usually must resort to more informal methods such as those employed by professional actuaries.

To illustrate hurdles encountered in pursuing the truth behind extraordinary claims, we will consider a curious problem that may well be the most intellectually important, yet unresolved, actuarial question today.

Michael R Powers is the Zurich Insurance Group Chair Professor at Tsinghua University’s School of Economics and Management. He also holds a dual appointment as professor of economics and business at Tsinghua’s Schwarzman College. From 2012 to 2015, he was the first foreign faculty member to serve as chair of Tsinghua’s finance department.

In 2013, Powers won the Kulp-Wright Book Award for Acts of God and Man: Ruminations on Risk and Insurance, in which he proposes a new “science of risk”. He is co-editor of three academic books – The Political Economy of Chinese Finance; Global Risk Management: Financial, Operational, and Insurance Strategies; and The Economics and Politics of Choice No-Fault Insurance – and author of the science-fiction novel, Icons.

Professor Powers joined Tsinghua from Temple University’s Fox School of Business, where he was professor of risk management and insurance. Prior to that, he served as deputy insurance commissioner for the Commonwealth of Pennsylvania, and was responsible for designing Pennsylvania’s current “choice” no-fault automobile insurance system.

Powers provides regular commentary for CGTN's Global Business program and China Radio International’s World Today and Biz Today programs, and frequently is interviewed by major international media organizations. Over the past 15 years, he has given speeches and seminars at numerous academic and business conferences throughout China.

He received his BS in applied mathematics (summa cum laude) from Yale University, and his PhD in statistics from Harvard University.
