This proposal was recently published, and it contains some absolutely insane "solutions" for the fragility in our current economy. These crazy suggestions include all demand accounts being held at the Fed, the Fed retaining the ability to credit and debit any accounts, and the Fed being given the ability to short stocks in order to "stop bubbles".
