The Budget — Amsterdam’s city budgeting process already promised to be challenging enough when I took office in January. We knew going in that finding a way to absorb the costs of bonding to refinance our huge debt without denigrating essential city services or putting an even greater burden on city taxpayers was a tall task. And it took longer than expected to get the process moving. I had a lot to learn about the city’s operations and the software we use to manage finances in this city is not, to say the least, very user-friendly or multifunctional. As a result, I could not dig into numbers the way I had hoped to. I had to ask others to dig for me.
