    This one can be a bit difficult to understand. As per German rules for taking minutes, speeches are reported in the third person. There is no mysterious second character and Bismarck is simply referring to himself throughout the entirety of the speech.
    This speech was made as a response to a statement by another member of parliament who was contending with the reasoning behind the extended military service.
