Through a range of witness testimonies, the committee demonstrated that Mr. Trump never reached out to the heads of any law enforcement or national security department or agency in the government to seek help in responding to quell the violence. Fox News footage, which Mr. Trump was watching from his dining room, showed how the Capitol Police were under siege, massively outmanned and struggling to repel the crowd. But the president remained unmoved.

The Chairman of the Joint Chiefs of Staff, Gen. Mark Milley, expressed dismay with Mr. Trump’s response in his interview with the committee. “You’re the commander in chief — you’ve got an assault going on in the Capitol of the United States of America and there’s nothing? No call? Nothing? Zero?” General Milley said in audio of his deposition.

Members of Congress, aides and his own daughter, Ivanka, made pleas to Mr. Trump to call off the violence as it unfolded in front of him on television. But witnesses told the committee that Mr. Trump not only ignored them but repeatedly signaled that he did not want anything done. Text messages and audio obtained by the committee showed that protesters massing at the Capitol were paying close attention to Mr. Trump’s words. Representative Adam Kinzinger, the Illinois Republican who helped lead the hearing, said that the president, after learning of the Capitol breach, resisted putting out a tweet saying “Stay peaceful.”

“He told Mark Meadows that the rioters were doing what they should be doing and the rioters understood they were doing what President Trump wanted them to do,” Mr. Kinzinger said, referring to what Mr. Trump told his chief of staff, Mr. Meadows.

"Here's what will be clear by the end of this hearing," Rep. Kinzinger said. "President Trump did not fail to act during the one hundred and eighty seven minutes between leaving the Ellipse and telling the mob to go home. He chose not to act."

Kinzinger claimed that Trump's "plan for January 6th was to halt or delay Congress's official proceeding to count the votes."

"Attacking the Capitol quickly caused the evacuation of both the House and the Senate," Kinzinger said. "The count ground to an absolute halt and was ultimately delayed for hours. The mob was accomplishing President Trump's purpose. So, of course, he didn't intervene."

The Jan. 6 committee is holding a prime-time hearing tonight, the last of its planned summertime hearings. It will focus on the 187 minutes between when former President Donald Trump's Ellipse speech on Jan. 6 ended and his prerecorded video asking protesters to go home posted to Twitter later that afternoon.

Select committee aides say it will also look at who was talking to Trump and about what, including when he was made aware of the attack on the Capitol.

Reps. Ayatollah Ali Khamenei, Iran's supreme leader, gave a geopolitical thumbs up to Russia's war in Ukraine as Russian President Vladimir Putin visited Tehran on Tuesday.

"War is a violent and difficult endeavor, and the Islamic Republic is not at all happy that people are caught up in war," Khamenei said, according to his office. "But in the case of Ukraine, if you had not taken the helm, the other side would have done so and initiated a war."

The Iranian supreme leader's statement seemed to suggest that Kyiv and its Western allies would have launched a war against Russia had it not invaded Ukraine.
