Lawmakers in Oklahoma on Tuesday approved a near-total ban on abortion, making it the latest Republican-led state to forge ahead with stringent abortion legislation. The measure  would make performing an abortion “except to save the life of a pregnant woman in a medical emergency” a felony punishable by up to 10 years in prison and a fine of $100,000.

The UK, US, and Australia will begin co-operating on research into hypersonic weapons and how to defend against them.. It follows the development of hypersonic missiles by China and Russia and their purported use by Russia in Ukraine last month. Hypersonic weapons are those that exceed five times the speed of sound.

Ukraine's President Volodymyr Zelensky has accused the Russian military of carrying out the worst crimes since World War Two. He told the UN security council that civilians had been murdered and Russian tanks had crushed people "for pleasure". 

He called for those responsible to be tried as Nazis were at Nuremberg.

Gruesome images of bodies lying in the street in towns such as Bucha have generated condemnation worldwide.

As expected, President Volodymyr Zelensky launched a ferocious, passionate attack on the Russian military for its alleged violations in Bucha and elsewhere.

He says there's no difference between this and the actions of terrorists, except that Russia is a member of the UN Security Council.

Mr Zelensky said the UN had to act, because not doing so would mean there was no point to the world body.

"Are you ready to close the UN? And the time of international law is gone? If your answer is no, then you need to act immediately," he said, adding that "accountability must be inevitable".

The ICC doesn’t try people in absentia. They have to come before the court in person. That’s been a struggle for the ICC over time. The ICC tries individuals. It does not try states. For instance, in the current conflict, Russia would not be a defendant, but Vladimir Putin could be a defendant.

Practically speaking, in order for Putin and other senior leadership to face any kind of charge, there would have to be regime change in Russia. If there were to be charges, and if Putin remains head of state, it becomes very complicated, as we’ve seen with other heads of state who have been indicted and then not brought to bear before the ICC for years because they take steps to avoid physical presence before the court. The most prominent example of this is the former president of Sudan, Omar Al Bashir.

War-crimes charges related to the inappropriate targeting of civilians are certainly on the list for consideration.

Sunday evening, President Joe Biden called on Congress to act following the shooting. 

"But we must do more than mourn; we must act. That is why my Administration has taken historic executive action to implement my comprehensive gun crime reduction strategy — from standing up gun trafficking strike forces to helping cities across the country expand community violence interventions and hire more police officers for community policing," President Biden said, in part.

He urged Congress to act by banning ghost guns, requiring background checks, banning assault weapons and more.

"Pass my budget proposal, which would give cities more of the funding they need to fund the police and fund the crime prevention and intervention strategies that can make our cities safer. These are just a few of the steps Congress urgently needs to take to save lives," Biden said.

Lisa Murkowski and Mitt Romney brought to three the number of Republican senators to say they would vote in favor of supporting Ketanji Brown Jackson as Joe Biden’s nominee to the US supreme court.

Murkowski of Alaska put out a statement on Monday evening saying: “After multiple in-depth conversations with Judge Jackson and deliberative review of her record and recent hearings, I will support her historic nomination to be an Associate Justice on the US supreme court”

Then Romney, the Utah senator and former presidential candidate, issued a statement in which he praised Jackson as a well-qualified jurist and “a person of honor”. He congratulated her on “her expected confirmation”.

Last week the Republican Susan Collins of Maine was the first from her party to say she was a “yes” on Jackson, guaranteeing a bipartisan aspect to her confirmation days after an acrimonious Senate confirmation hearing on Capitol Hill.

Jackson is unlikely to need any Republican votes but the support of the moderates Murkowski, Romney and Collins, at least, will be a huge fillip to Joe Biden’s efforts to appeal across the aisle.

Snowpack in the California Sierra this winter is just 38% of normal, California water officials said Friday, in the latest sign the state’s drought is growing more devastating by the month.

South of Lake Tahoe at Phillips Station, where officials set out Friday to conduct the annual end-of-winter snowpack measurement, the snow depth was just 2.5 inches. The average April 1 snow depth is 66.5 inches at this location, officials said.

More importantly, that 2.5 inches of snow only contained the equivalent of 1 inch of water -- a scant 4% of average for April 1, according to Sean de Guzman, an engineer with the California Department of Water Resources.

The affluent city of Shanghai is going through a staggered lockdown this week as it battles its biggest surge of COVID cases in two years. – more than 5,000 new cases daily, a relatively huge amount for a city which had enjoyed near-zero cases for the last two years.

The stringent quarantine measures include home isolation for all residents and cancellation of all public transport while authorities test all 25 million residents – first in the city's eastern Pudong district, then in western Puxi district starting Friday.

The speed at which the lockdown was announced left the city's residents scrambling to secure food and supplies. Stay-at-home orders are also limiting residents from seeking medical care unrelated to COVID.
