There's a minimal chance Kiwisaver will be made compulsory.
The man who created the savings scheme, Sir Michael Cullen said those who aren't enrolled probably need it the most, so the Government should consider making it mandatory.
But Prime Minister Bill English told Mike Hosking the argument against compulsion outweighs the other side.
"If people aren't saving, for a lot of them it's because they can't. Under pressure in their budget and if you make it compulsory you then need a whole complicated set of arrangements to deal with the people who just can't afford to save."

If Teina Pora wins in court the Government will pay up, says Mr English.
Wrongly-convicted Mr Pora heads to court today to argue his compensation for spending 21 years in jail for a crime he didn't commit, wasn't inflation adjusted, so he should be paid around half a million dollars more.
"Well the court will effectively, as I understand it, decide whether there's a change in the payment or not", Mr English said. "I don't know if we'd have much choice about doing anything different in the court setting."WATCH THE FULL INTERVIEW BELOW
