LTO Chief Asec Edgar Galvante explains the rationale of the new 10-yr drivers license and the conditions to be eligible to get one.  He also emphasized the need for Comprehensive Drivers Education to ensure that only those with sufficient skills will be allowed to drive motor vehicles on the road.
