The Trump administration issued a final ruleon Friday that could cut tens of millions of dollars in payments to Planned Parenthood. The new rules apply to the federal government’s Title X Family Planning program, enacted in 1970 under Richard Nixon. Title X grants funds to community-based clinics that offer family planning services such as contraceptives and related counseling. The program’s annual budget is $286 million per year.
