Today we discuss a piece of NYS gun legislation that is very close to being passed. This bill has already passed the State Senate.
Bill 7763-A poses a ban on private citizens building guns privately for Non-Commercial use (personal use). As most of us know, federally we are allowed to build guns ourselves that do not require serialization or registration. This bill aims to require all privately built guns to not only be serialized, but also be regifted with NY State regardless of federal requirements.
What makes this bill even more frightening is that it now turns anyone who "fits together the parts" of a gun into an "Unlicensed Gunsmith" under the law, a Class C felony.
- Anyone who assembles the parts of a firearm is now defined as an unlicensed gunsmith under the law
