The year is 1979 and an NGO known as WEB has dedicated itself to protecting the world from the supernatural, the extraterrestrial, and communism. No one knows exactly what lead to the events that would cause the dissolution of WEB save that the office in Bidwell North Virginia stopped reporting in. The following story is the first light shed on what officials only call "The Ohio Incident"
