The Alliance of Berlin and Petersburg was the nightmare of the British ruling class. Their entire foreign policy in Europe during this period was to keep this from happening. At the same time, German monarchists became Russophiles – at least for a time – while liberals looked to Britain. The works of Dostoevsky were the catalyst that created a new German view of Russia. This Russophilia came at a price, since it was never straightforward. German monarchists saw Russia as both a country to admire as well as to fear.
