We look at the Fourth Fundamental Principle of the Progressive Utilization Theory (Prout).  This principle says that there should be a proper balance in our utilization and development of both natural resources and human resources.

We are looking at the fundamental principles of the Progressive Utilization Theory (Prout). The third principle states that “There should be maximum utilization of the physical,mental and spiritual potentialities of the unit and collective bodies of human society.”
