The Rebbe clarifies that knowing verses by heart is fine, but establishing a practice of regularly learning Torah Shebichtav without a text is prohibited by halacha (Shulchan Aruch O.C. 49). Torah Shebaal Peh is for oral study, while Torah Shebichtav is meant to be read from a Sefer.
