This

In
his last days in office, President Obama reportedly wants to get the UN’s
Security Council to endorse a ban on underground nuclear testing. It would be a
two-fer for Mr. Obama.
First,
he evidently hopes to encumber his successor from taking steps needed to
modernize America’s deterrent. And
second, he intends once again to undermine the Constitution with its
requirement that the U.S. Senate advise and consent to treaties like the
Comprehensive Test Ban.
But,
the Senate voted to reject that treaty seventeen years ago – for good
reason. And today’s Washington Free Beacon describes multi-billion dollar investments
the Kremlin is making in preparing for nuclear war by both comprehensively
upgrading Russia’s arsenal and the underground bunkers from which its use would
be directed.
We
need a national debate about how best to end our unilateral nuclear
disarmament, not more of it.
