An academic institute and legal resource centre has joined forces to create a booklet that addresses knowledge gap for caregivers have trying to apply for a children’s grant without ID or birth certificate. In 2017, 500 000 children did not have access to a birth certificate and 80% of those children were South African. Due to the COVID-19 pandemic, more children may have been at risk of not accessing their right to social assistance due to the limited services provided within the lockdown period.
Many guardians may not know about Regulation 13 of the Social Assistance Act of 2004 which allows for them to apply for a social grant on behalf of children who do not have a birth certificate and parents without identification.
