"The board, which was founded in 1988, is tasked with selecting 25 films that are culturally, historically, or aesthetically significant to American history, according to the National Film Preservation Act. The films must be at least 10 years old and are picked by the Librarian of Congress after they confer with members of the National Film Preservation Board and other film specialists. This year's selections date back nearly 130 years, the library of Congress said in its news release."
