Are women allowed to speak in the church? Can they teach men? Should they even sing in church?

Some find comfort in Paul's words in Romans 7 that they're not a weirdo in that they still sin as a Christian. But was Paul writing as a believer, unbeliever, or from the persepctive as an unbeliever?
