"There's nothing more important than the SAVE America Act," Mullin, a citizen of the Cherokee Nation, said at the White House after being sworn in as the first Native person to lead the Department of Homeland Security.
Native advocacy groups oppose the SAVE America Act, saying it will weaken the rights of Native voters, especially those who live on reservations and in rural and remote areas.
