While the SAVE Act is attempting to secure voting in certain ways, this amendment would ensure, specifically through a CONSTITUTIONAL AMENDMENT that non-citizens would not be able to vote in FEDERAL ELECTIONS. 

• Amends the U.S. Constitution to require that only U.S. citizens can vote in federal elections (House, Senate, and President).
• Closes a constitutional “loophole” where states could allow non-citizens to vote in state elections, which could extend to federal elections.
• Establishes a ratification process by popular vote across the states, requiring majority approval in 38 states to become law.
