  • NERC Certification for System Operators (Perspectives on Energy)

    Prepping for the NERC RC Exam.  The host for this show is Guillermo Sabatier.  


    Becoming a bulk electric grid system operator requires certification from the North American Electric Reliability Corporation (NERC).  While that is a defining threshold, it is only the first step in the development of a system operator.  In order to reliably operate the bulk electric grid or system (BES), certified system operators must maintain this certification with at least 200 Continuing Education hours over a 3-year period, comprising of on the job training, system operations simulations and a substantial amount of applied theory and hands-on instruction.  Unfortunately, the industry has experienced a significant knowledge drain with a large portion of the most experienced retiring or pursuing consulting opportunities.  Given this gap, the industry is attracting and welcoming applicants from industries outside of the typical electric utility talent pool.  This has led to some challenges in the pass rate of this exam and a retooling of the initial training programs.

  • The Empty Homes Tax (Talking Tax)

    Cracking Down on Vacation Homes.  The hosts for this show are Jay Fidell and Tom Yamachika.  


    One of the ideas that has been kicking around in the state and county legislatures for a couple of years now is the idea of an ʻempty homes tax.ʻ  The idea seems to be gaining steam now, since our federal court has struck down Honolulu’s recent ordinance clamping down on transient vacation rentals.

    Basically, the idea is that if you own a house or condo, you don’t live in it, and you don’t allow anyone else to live in it, then you need to pay a hefty tax.

    The devil here is in the details.  How can such a tax be enforced?  The Honolulu Real Property Assessment Division has misgivings.

    And there has been a parallel effort at the State legislature to enact a tax at that level.  Can it succeed?
