Once upon a time, the world was considered a bipolar place, in which the United States and the country ruled by the Kremlin were seen as “superpowers.”  Over the decades, these countries forged a series of arms control agreements that were supposed to make the planet safer and more peaceful. 

There were, however, two problems: First, the Kremlin’s rulers, initially doing business as the Soviet Union and then as Russia, violated each of these accords. And second, such bilateral arms control treaties left completely unconstrained the growing threat posed by Communist China. 

Vladimir Putin’s most recent cheating on the Intermediate-range Nuclear Forces (or INF) Treaty and his preparations to do the same with the so-called New START limitations fully justify ending our participation in this one-sided – and increasingly dangerous – fraud. 

We must rely instead on the time-tested practice of “peace through strength.
