Commenting on Romans 13:2, Oscar Cullmann has written: ‘Few sayings in the New Testament have suffered as much misuse as this one. How should the Christian properly interpret the command to obey authorities, when governments are so imperfect? Is it true that rebelling against good government is rebellion against God? Is it also the case that rebelling against bad government is a Christian’s duty? Can Christians disobey governments at times? If so, when can they do so, with a clear conscience before God? This is a difficult topic, but there are guidelines within this passage (Romans 13:1-7) that allow us to find answers to these questions. Therefore, at times we must obey government, and at other times it is the Christian’s duty to disobey government!
