He comes to Moav and Balak takes him to Bamoth-baal where he could see part of the people. Chp. 23, Bilaam tells Balak to build him seven alters and he sacrifices a bull and a ram on each. He then goes to speak to Hashem in the hope of cursing the Jews but instead Hashem tells him to bless them. Balak is not happy and so he takes him to another location in the hope of having better results. Balak builds another seven alters and offers another seven bulls and rams.
