Toxic Shaming: Hong Kong's Plan to Eliminate Cigarettes

Professor Lo Chung-mau, Hong Kong's health minister, has a plan to make the region a smoke free environment -- by publicly shaming smokers.

He believes that if society starts collectively shaming smokers, it will encourage smokers to quit the habbit. Will this actually work? Or will this be another instance of a nations 'solution' that ultimately leads to a perverse incentive.
