HTS was an attempt to bring academic research capability to the battlefield. The system's roots reach back to the Vietnam effort to do something similar. Trent Loucks, a US Army LTC deployed as a team leader, then ran HTS as it tried to adapt to the ever-changing demands of modern combat and fickle DOD interests and budgets.
