But since then Trump has made several overtures toward cutting the program that most Americans rely on. In fact, most recently when Congress failed to come to agreement on a Covid-19 economic relief bill Trump used the pandemic as cover by signing an executive order to defer payroll taxes that fund Social Security. He has even gone as far as promising to make those deferments permanent if he wins the November 3rd election.
