Texas has over 100,000 kids in contact with the child welfare system, which just a few years ago was one of the most broken and abusive systems in the country. Andrew Brown of the Texas Public Policy Foundation joins us to talk about the effort to make it better and even transform Texas's foster system into a national leader.
