Ukraine: The Latest Arms Package - Panacea or Plaster?

Does the latest package allow Ukraine to win the war decisively?  No! We are still fighting the war based on Russian rules .  The quantity and category of arms included are insufficient to achieve such a breakthrough, though they bolster Ukraine's ability to fight a war of attrition.  The spill-over effects of this package may, however, mark a significant shift towards a more aggressive Allied response to Russia.
