Ukraine President Volodymyr Zelensky is expected to release his new “Ukrainian Victory Plan” to the United Nations General Assembly next week in New York.  The details are not available, but statements given ahead of the release raises question if this can be a blueprint for peace talks that can incentivize Russia to attend which is a stated goal of President Zelensky.
