Deputy Director for Mental Health Services in Gauteng, Hannah Jacobus has conceded that proper procedures were not followed in issuing licences to NGOs that received mentally-ill patients from Life Esidmeni. Jacobus says former Mental Health Director Dr Makgabo Manamela instructed her to proceed with the compilation of licences without vetting or auditing them because of the imminent closure of Life Esidimeni. Jacobus also accused Manamela of lying under oath during her testimony at the arbitration hearings underway in Johannesburg. One hundred-and-43 psychiatric patients died after being transferred to ill-eqipped NGOs. This came after the department terminated its long-standing contract with Life Esidimeni. Gauteng Education MEC Panyaza Lesufi has warned parents that he will not tolerate any disruptions as public schools re-open across the country for the new academic year today. At a media briefing yesterday Lesufi named a number of schools which he described as problematic. Their challenges range from infighting among members of the School Governing Body, coloured parents rejecting black principals and accusations of fraud and corruption against principals. A Judicial Conduct Tribunal for Judge Nkola Motata is set to get under way in Midrand in the north of Johannesburg today, six years after a complaint was lodged. The tribunal will deal with complaints after Motata's drunk driving case. Motata allegedly used racist language and breached judicial ethics by putting forward a false defence during his trial that he was not drunk when he crashed the wall of a Johannesburg property in 2007. Motata was convicted in 2009 and sentenced to a fine of 20-thousand-rand. He's since retired. Candice Nolan filed this report.
