It's not effective until  December 1, 2019, So if you encounter a tainted drink report it to the police. If the police don't take the report. go to the hospital and call your doctor.  

Well NC the effective date for this Bill is December 1, 2019. Remember if you are out and your drink gets tainted, first report it to the police. If the police do not take a report, then visit your doctor, or Hospital or all of the above.
