Dr. Garcia is a retired law enforcement officer who served for over 30+
years in various capacities ranging from Detective to Chief of Police. He
has been teaching and providing professional development to police
officials for the last 24 years. He has facilitated law enforcement and
leadership training in conjunction with the US Department of State, the
FBINAA, and other international organizations in the US, Latin
America, Africa, and the Middle East. He currently serves Southern
New Hampshire University as the Associate Dean for the graduate
criminal justice programs.
