As the Deputy Chief for the lead law enforcement agency of New Jersey's most populated county, Jeff Angermeyer has executive oversight of both the operations branch and administration branch of a busy and fast-paced organization. Each day, Jeff provides leadership to multiple investigative units and the agency's information technology group. He guides projects, administrates the budget, and sets a strategic plan for future success.

A proud graduate of NA Session 283, Jeff is the chairman of the NJ Chapter's Technology Committee, where he and a small but dedicated team manage all of the various technology solutions used to communicate with members, organize chapter events, and audio-visual needs for the Chapter's annual training conference in Atlantic City.

Riley Moran is a marketing and communications professional with more than a decade of experience in social media strategy, branding, and event marketing. She currently serves as the Director of Marketing and Communications for the FBI National Academy Associates, Inc. (FBINAA). Before joining FBINAA, Riley worked in marketing and partner support for an online public safety training company, where she developed digital campaigns and outreach strategies for the law enforcement and public safety communities. She’s a graduate of the University of Tennessee at Martin with a degree in Communications.

 Jeff Tarkington is a veteran law enforcement officer with more than 25 years of experience serving the Middle Tennessee area. He began his career as a patrolman before advancing to roles as a K9 handler and member of the SWAT Team. Over the years, he promoted through the ranks, serving as Training Officer, Corporal, Sergeant, and now Lieutenant.

Lt. Tarkington is currently assigned to the Professional Standards Division of the Gallatin Police Department, where he oversees training, records, crime prevention, fleet and facility management, special events, CALEA accreditation, property maintenance, and public information. He also serves as President of the Tennessee Chapter of the FBI National Academy Associates (FBINAA).

Jeff is committed to advancing officer training and wellness. He is a graduate of the 265th Session of the FBI National Academy and holds a Bachelor of Science degree in Criminal Justice from Bethel University.

John J. DeVoe is a retired law enforcement executive with more than 27 years of experience. A proud graduate of the 252nd Session of the FBI National Academy, John led the FBINAA New Jersey Chapter as President and now serves as Director of Strategic Partnerships for the FBINAA National Office, where he focuses on building meaningful relationships and advancing initiatives that support members worldwide.

 Over the course of his distinguished career, John served as a Lieutenant with the River Vale (NJ) Police Department and as a Senior Investigator with the Bergen County (NJ) Prosecutor’s Office Cyber Crimes Task Force. As a certified police instructor, he guided both new recruits and seasoned officers through the evolving challenges of modern policing. Today, he draws on these experiences as an engaging speaker and passionate advocate for first responder wellness.

William Carbone was born in Hollis, Queens, where he resided until the age of five before relocating with his family to Levittown, NY. He began his studies at Long Island University, C.W. Post in 1978, but paused his academic pursuits to join the New York City Police Department’s largest-ever recruitment class in 1982, consisting of over 3,500 probationary officers. Bill returned to C.W. Post to complete his degree while simultaneously serving on patrol in 1984. He attended the 217th Session of the National Academy in 2004, earned a NYS instructors certificate and a master’s degree in criminal justice studies in 2014. 

After more than 38 years of service with the NYPD, President Carbone transitioned to a position with the State of New York, working for the NYS Division of Criminal Justices Services as the Director of the Suffolk County Crime Analysis Center and then the NYS Office of the Attorney General, investigating Use of Force incidents where he is considered a subject matter expert. Ultimately retiring in 2025 with over 43 years of distinguished service.

Bill has been married to his wife Phyllis, who has recently retired from the Nassau County NY Police Department. Together they are the proud parents of two sons. One is a senior actuary at a major international insurance company, while the other is a fourth-generation member of the NYPD and currently a Lieutenant in Brooklyn. They are also the very proud Grandparents of 4 grandchildren. The Carbone family has more than 200 years of combined service with the NYPD, and over 250 years in law enforcement within the State.

How do we prepare for our next career? For those of us that have, and many more preparing to retire, we often get asked…what are you going to do when you retire? After serving two, three, or even four or more decades in public service, that can be a daunting question. For some, this may not be the case; you may have a rock-solid plan in place. Unfortunately, that is not quite the case for many that are thinking about transitioning into another career outside of the one we have spent much of our adult life living. Randy Richert is a retired Air Force Colonel, former Deputy Sheriff, City Marshall, and Firefighter. He led a global law enforcement and security program at 125 locations worldwide, directing over 8,000 personnel. Col Richert served as the Director of Curriculum and Instructor Development for the Air Forces Expeditionary Center; training over 1,000 students per year. He currently serves as one of our Master Instructors for the FBINAA Comprehensive Officer Resilience Train-the-Trainer Program® and longest serving member of the National Training Committee. Today’s guest is a nationally recognized leader in officer safety. Dale Stockton is a 32-year law enforcement veteran, retired police captain from the Carlsbad, California Police Department, and the driving force behind Below 100 —a national training initiative focused on reducing preventable line-of-duty deaths. He’s trained tens of thousands of officers, served as a California POST Commissioner, and was honored with a Lifesaver Award by NHTSA. He’s also an FBI NA grad – session 201 -  and holds a master’s degree in Criminology from the  University of California, Irvine.
