What is Moshe Rabeinu telling us when he says that "HAYOM HAZEH NI’YEISAH L’AM LA’HASHEM ELOKECHA | ON THIS DAY YOU HAVE BECOME A NATION TO HASHEM YOUR GD." What is the mashal here?

Rashi says that Moshe first made the ARON, the vessel in which the Luchos were stored, before he went up to receive the Luchos. Why would Moshe do that? Shouldn't he have first received the Luchos first as a show of respect and an acknowledgment of the more significant item?
