Will Green, President and CEO of the Louisiana Association of Business and Industry, joins the show to discuss the current state of carbon capture legislation and its impact on economic development in Louisiana. He highlighted the state's success in establishing a framework for carbon capture, which has earned federal primacy due to Louisiana's geology, expertise, and talent. This recognition allows the state to regulate carbon capture projects more efficiently, fostering billions in potential economic development and thousands of jobs.

Green addressed the recent announcement by Air Products to put 150 jobs on hold, noting that while this decision might be influenced by leadership changes and diversification efforts, it does not necessarily mean the company will abandon its projects. He emphasized that harmful legislation could deter economic investment and send a negative message to businesses considering operations in Louisiana. Green warned that making it harder for businesses to operate could drive them to neighboring states like Mississippi, Texas, Arkansas, and Georgia.

The conversation also touched on the importance of maintaining a predictable and transparent regulatory environment at the state level. Green argued that speeding up the permitting process while ensuring responsible oversight is crucial for attracting billion-dollar projects. He compared the situation to the Industrial Tax Exemption Program (ITEP), where simplifying the process led to increased job creation and economic growth.Green stressed that Louisiana must avoid filing harmful legislation that complicates business operations. He cited the testimony from the Louisiana Economic Development (LED) department, which reported 189 active carbon capture projects with over $146 billion in potential capital expenditures. By making it easier for businesses to invest in Louisiana, the state can benefit from job creation, increased tax revenue, and overall economic development. In conclusion, Green advocated for policies that support business growth and warned against legislation that could hinder economic progress. He emphasized the need for a cooperative approach to attract and retain businesses, ensuring Louisiana remains a competitive and attractive location for investment.
